Feral cat issues delays pet bylaw
More must be done to deal with feral and stray cats, insists City Councillor Brian Kelly.
Kelly temporarily delayed final approval of the new pet bylaw Tuesday over this issue. The new bylaw proposes leaving feral cats alone, and while the penalty for letting a cat or dog stray goes up $50 to $200, it does not do enough, according to Kelly.
Kelly did not say what these tougher measures might be.
Kelly tried to have the bylaw delayed until February in order to have staff prepare new options for dealing with stray and feral animals. But his motion to delay was turned down by the majority of City Council.
The new bylaw must be passed soon, so that pet owners don't face renewal fees for the new year.
Kelly then refused to give his consent for a third and final vote Tuesday. All members of Council must give approval for a bylaw to receive all three votes in one meeting.
The bylaw comes back Nov. 26 for a third and final vote.
